Salary: $95,000-$120,000 Based on experience in same or like position
*POSITION DETAILS*
Hastings Area School System is located in Barry County and serves approximately 2,500 students in 4 elementary schools, one middle school, and one high school.
The Director of Finance supervises all accounting staff and performs the most complex accounting duties, including fund accounting, cash management, and accounting that requires knowledge of specialized rules and regulations; prepares and monitors budgets; provides significant accounting expertise to help departments achieve fiscal goals; and performs other related duties as assigned by the Superintendent.
*MAJOR DUTIES AND RESPONSIBILITIES:* ● Assists in the overall management and leadership of the district.
● Supervises budgeting process, including budget development, midyear revisions and long-range financial forecasting, and reporting.
● Responsible for treasury, investment and cash management activities and oversight including, but not limited to, custodian of all district bank accounts, banking & investment activities, cash flow planning, and debt structure management.
● Monitors risk management including the district’s builder’s risk and property, casualty, and general liability insurance.
● Oversees operating and sinking fund millage management, including oversight of the preparation of annual millage rates, reporting, and required public hearings.
● Responsible for the district procurement process oversight, practices, and legal compliance.
● Maintains effective district-community relations and the ability to communicate district financial realities to the community.
● Communicates Board of Education financial reporting, including budget to actual revenue/expenditure reports.
● Assists in the preparation, cost analysis, and projections in the collective bargaining of labor agreements.
● Plans, develops, and revises Finance & Accounting, Facility & Operations, Food Service and Transportation management policies and practices in accordance with federal and state legislation and best practices.
● Supervises and evaluates direct staff under his/her supervision and assume responsibility for all aspects of the Finance & Accounting, Facility & Operations, Food Service and Transportation Departments.
● Oversees the Finance and Accounting department including budgets, accounts receivable, accounts payable, payroll, grant activity, general ledger, and financial reporting for all district funds.
● Supervises the Facility and Operations, Food Service and Transformation departments.
● Participates in the Board of Education meetings as a member of the Central Office Team.
● Implements Board Policies and Administrative Guidelines.
*EDUCATION AND PROFESSIONAL EXPERIENCE:* ● Bachelor’s degree with a major or minor in business administration, accounting, or related field.
Masters degree preferred.
● Experience working in school finance/or accounting (CPA) or certified management accountant (CFM) preferred.
● Experience in budget preparation.
● Knowledgeable and proficient in computer applications for all accounting functions.
● Knowledge of principles and practices of business and public school accounting.
● Expertise regarding district general cash flow management and debt including the borrowing strategy, new debt issuance, existing debt refunding and overall debt structure.
*REQUIRED QUALIFICATIONS* ● Ability to supervise others in financial accounting.
● Ability to evaluate, select and train staff.
● Knowledge of the State of Michigan Accounting Manual.
● Ability to review, analyze, and interpret governmental regulations.
● Ability to effectively communicate orally, in writing, and through the use of financial statements.
● Ability to establish positive, productive relationships with others; demonstrate leadership skills.
● Practices management strategies that promote teamwork and collaborative decision making among staff members.
