SUMARY: Responsible for assisting the Assistant Superintendent of Finance with the overall financial operations of the district, including development and maintenance of annual budget and long range financial projects.
This includes the receipt, safe keeping and accounting for, and disbursement of all public funds as required by law and in accordance federal, state, and district policies and requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Assist in financial record keeping in accordance with district, state, and federal policies and requirements.
Regular, dependable attendance is a critical performance factor to ensure consistent, high quality student services.
Prepare periodic and special financial reports as required.
Monitor the results of the financial transactions of the Board and advise the Assistant Superintendent of Finance accordingly.
Maintain Skyward Employee Management System (central data hub of employee assignment data for payroll as well as salary and benefit projections during budgeting and negotiations) to assure the effective utilization of software, hardware and human resources in the processing of information related to the financial management function.
Prepare financial reports and budget information for Federal and State grants and process claims for reimbursement in accordance with General Legislative Grant Regulations of the State of Michigan.
Develop and maintain cash flow projections and maintain the district investment portfolio.
Assist the Assistant Superintendent of Finance with the budgeting process.
Evaluate internal controls and systems/procedures to ensure the effective and appropriate utilization of district resources in administering the financial management function.
Ensure compliance with School Board policy, governing statutes/regulations and applicable professional and ethical standards.
Review district bank account reconciliations prepared by General Accountant.
Assist the Assistant Superintendent of Finance as required with district purchasing and inventories.
Prepare journal entries as required.
Assist in the reconciliation of district balance sheet accounts on a quarterly basis.
Reconcile district financial reports.
Assist auditors and Assistant Superintendent of Finance with preparation of audit work papers.
Reconcile debt service accounts with county treasurer records.
Maintain working knowledge of data processing operations at the financial level.
Maintain relationships with other district staff, auditors and outside organizations in order to be cognizant of external developments which may be appropriate and beneficial to the district’s operations.
Communicate routine decisions and administrative procedures in the absence of supervisor.
Maintain files for all financial matters.
Keep abreast of Affordable Care Act requirements and lend support to the ACA reporting and tracking process.
Have strong technical skills to assist department with financial software.
Have knowledge in payroll, benefits and ORS retirement system or willingness to learn to provide backup as needed.
Other duties as assigned or requested.
Education and Experience: Bachelor in Business (Accounting) with preferred experience in school business office providing district-wide fiscal services with Michigan Public School accounting statutes and requirements.
Certificates, Licenses, Registrations: CPA (preferred but not required), possess or qualifies for the Michigan School Business Officials Business Office Manager certification; Valid Michigan Driver’s License.
